The fact that they're proposing a flat tax that can't be afforded by the 99% but can be afforded by the 1% instead of a ratio tax shows whom this bill is setup to benefit.

There's no logic to taxing the dead. It's not like the state is paying for your funeral. Inheritance helps break the cycle of debt.

I'm a Tory and I'm for a high death tax. I'm for taxing wealth over earnings in general, in order to promote meritocracy.
Similarly with council tax, I'd replace with a land value tax - something like the Danegeld.
There's nothing more cringey than unearned wealth and that's what inherited wealth is. You should be able to leave something - your home and a small stipend perhaps - but tax the shit out of the rest. Use the revenue to reduce/abolish taxes at the lower end.
Everything should be designed to incentivise the individual to serve a productive role in society.
