I need a cheap system that can be used as essentially a thin-client. I have a gaming PC and several paperspace VMs I use via parsec. I need something that can run either ubuntu 16.04 or windows 10, and supports hardware video decoding via a modern gpu. The system itself only really needs to be good enough for nominal desktop use.

R3 are not exactly gaming CPUs, they are just low end CPUs for those on a small budget, now its a better idea to buy R3 2200G and R3 2400G instead R3 1400 for example.
The APU ones also lack PCIe lanes(Only 8 instead 16), and this is bad if you use a mid-high end GPU, it would bottleneck it considerably.

The 75W Limit means that your card will be powered by the PCIe slot, so you would only have to put it in the PCIe slot and screw it and it will work, but only cards that use 75W or less, not the ones that need a 6 pin power cables.

Example, this GTX 1050Ti uses 75W so it doesn't include a power connector.
GT 1050 uses 60-75W.
GT 1030 uses 30-45W.

Meanwhile the GTX 1060 uses 120W so it needs one, this means you need a 6 pin power cable, which thinkcentres usually lack.

TLDR:
Buy only one card that uses 75w or less.

Help me Sup Forums, i ran into a problem. So, I'm trying to install Windows 10 on a build with an MSI B350M Pro-VDH motherboard. I downloaded the ISO using the media creation tool from Microsoft, and created a bootable flashdrive using Rufus. However, every time i try to boot to the bootable flash drive it just gets stuck at the blue windows 10 logo, with no spinning little dots indicating that it froze.
I tried changing the boot order on the BIOS settings, and even formatted my flash drive to Fat32 (As Rufus formats it into NTFS) and manually extracted the contents of the ISO to the root, but still I get the same results. I tried scouring the internet for a clear solution, but so far, no dice.

No it wouldn't. 8 lanes is plenty unless you're planning to get something like 2080 ti.

If you're overclocking, you're almost certainly going to get better results with a 1600x.

Is there any point in getting a GTX1060 or similar card nowdays? I could get one for cheap (more like regular price, 300€) through a supplier for the company I work for, but there is literally nothing I want to play on PC nowdays, all there is are indies that run even on my 3 years old laptop, or bloated AAA PS4 ports that are about as fun as eating shit.

According to my supplier, these cards are flying off the shelves because of buttcoins, in fact they're nearly impossible to find on Amazon and so on for a honest price. Companies are buying entire lots of these to stuff them into mining warehouses.

Should I just get one to "future proof" my computer (currently rocking some overclocked edition of the 560Ti, which still runs quite well for games that don't need more than 1Gb of vRAM) before they become literally impossible to find?

you have power-saving options enabled in bios, the cpu downclocks itself when it's idling.

For emulation i would recommend having an overclocked i7 with water cooling.Emulation takes a lot of CPU power, especially good emulation with good framerate. I can build something on pc builder wait a sec.
